    Amanda Hoy

    Amanda Hoy has been in the construction industry for over 25 years.  She has owned and operated White Bear Construction, Inc. since 1999 and handles all day to day operations including estimating, contracts, payables, receivables, policy, advertising, insurance, and purchasing.  Amanda has a Class A General Engineering License and has held her C12 Grading & Paving.  She is certified in Army Corp Construction Quality Management. Over the past 25 years in construction, she also owned a second construction company that operated a rock pit.  Manufacturing material (base rock, riprap, and asphalt) for their own construction projects as well as sold commercially.  In addition, she has an extensive background in County and State government having worked part time for the County for over 17 years.  During her time spent with the County she held several positions from a Deputy Auditor to the Executive Director of a County program.  While Executive Director she was responsible for all fiscal oversite, budgeting, policies and procedures, contract management, and grant oversite.  She is currently a First 5 Modoc Commission Alternate, Modoc County Library Advisory Board Member, Modoc Grand Jury Member, and Shasta Builders Exchange Member.  She is the mother of three wonderful children and enjoys being a Grammie.

    Laine Hoy

    Melvin “Laine” Hoy has been in the construction industry for over 35 years.  Having come from a 3rd generation family in construction he brings with him a wealth of knowledge and experience in the industry.  He is a project manager, estimator, and contract administrator. Laine has a C12 Grading & Paving license and is OSHA 30 certified.  He also has training in CPR First Aid, Fire Response, and is an experienced miner under MSHA regulations. Over the past 35 years he has owned his own trucking company, built a subdivision with speculative homes, owned a second construction company that had a rock pit he developed and operated.  Laine built the rock crusher and asphalt plant used to manufacture their own material (base rock, riprap, and asphalt) for their own construction projects as well as sold commercially.  He is an active member in Rotary and a dedicated family man that enjoys the outdoors and gardening in his spare time.

    Austin Hoy   

    Austin Hoy has been in the construction industry for over 10 years.  He has worked for White Bear Construction, Inc. since 2014 and is a Supervisor in the field.  Austin is OSHA 30 certified. He has also been trained in CPR First Aid, Fire Response, and in mining safety (MSHA). He is dedicated to providing services on time and within budget.  He takes pride in being able to deliver a quality product for our customers and works with each of our employees to ensure the best product in the field.  He has close to 5 years experience working with other construction companies specializing in earthwork, excavation, grading, paving and concrete.  He is a dedicated family man and the father of three wonderful daughters!  He enjoys anything outdoors.

    Field

    We have a well established and highly qualified field staff including project management, quality control, safety, operators, laborers, concrete masons, truck drivers, and mechanics. We know that without our staff of dedicated employees we would not be able to provide a quality service to our customers. Many of our field staff are OSHA 30 certified. Our employees have received training in CPR First Aid, Fire Response, mining safety (MSHA), OSHA, and in equipment operations. We believe in safety first and in providing our employees with the tools necessary to be successful, productive, and happy in their work environment.
